What is PBS?

Performance Based Standards (PBS) is a government scheme which offers Australian heavy vehicle operators the opportunity to boost productivity and safety.

This approach allows businesses to have vehicles that have the potential to carry higher mass, while still keeping within the requirements of road safety.

At its heart, PBS matches the most suitable type of vehicle for each freight task. PBS vehicles must meet additional guidelines which guarantee an adequate level of performance as well as adherence to safety and network standards.

OBM Dealer

On Board Mass (OBM) systems measure the mass of axle groups and calculate the gross vehicle mass of a vehicle. They are a requirement for PBS vehicles.

NHVAS

What is NHVAS?

“The National Heavy Vehicle Accreditation Scheme (NHVAS) is a national formal process for recognising operators who have robust safety management systems in place. It is also increasingly being used to show compliance with general duty requirements under road transport law.” (NHVR)

Heavy vehicle operators can apply for accreditation under the following NHVAS modules:

  • Mass Management

  • Maintenance Management

  • Fatigue Management (Basic or Advanced)

How can NEBCOH help?

NEBCOH are approved independent auditors for the NHVAS mass, maintenance and fatigue management schemes. Transport businesses are audited periodically to ensure they continue to meet the standards required by the scheme.

NEBCOH can conduct:

  • Entry Audits

  • Initial Audits (After 6 months)

  • Compliance Audits (Every two years)

NEBCOH can assist in the auditing of systems for certification. This process can be easily undertaken by assessing your compliance needs, implementation of a system and then a systems entry audit. If rectifications are required, an agreed date will be set to complete non-conformances and then an audit report will be generated within seven days of rectifications.

Requirements for compliance?

In order to be compliant businesses will need a manual for each management system (mass/fatigue/maintenance) setting out policies and procedures. They will also need to keep a variety of records, for example:

  • Staff register

  • Training records

  • Fleet register

  • Trip records

  • Maintenance records

Chain of Responsibility
